Full order THE HONOURABLE MR.JUSTICE N.ANAND VENKATESH  W.P.(MD).Nos.11131, 11132, 11136,  11137, 11147 & 11152 of 2021   P.Prabhudoss								…Petitioner Vs.  1. The District Collector,     Thanjavur District, Thanjavur.    .  It is really painful to take note of the fact that writ petitions filed 10 years ago are pending before this Court without a final disposal and this Court is not able to take up those cases because of mandamus cases which consumes most of the time of this Court even at the stage of admission.    		11. This Court does not find any merit in these writ petitions and all these writ petitions lack any material and the petitioners have approached this Court by just giving a representation and filing an acknowledgement card.  Such type of writ petitions can never be entertained by this Court and accordingly, all these writ petitions are dismissed.  No costs .

Suo Motu W.P. No. 12935 of 2021  P.N. PRAKASH, J. and ABDUL QUDDHOSE, J.  	In continuation of our earlier order dated 18.06.2021, we pass the following order:  	 	2	Mr. N. Vijayaraghavan, learned Amicus Curiae and Mr.S.Sethuraman and Mr. M. Ilayaraja, Assistant Chief Nodal Officers are present.  Further, except Mr. V. John Mino, Sessions Judge, Dindigul, who was appointed as the District Nodal Officer for Dindigul, the remaining 33 District Nodal Officers appointed vide our earlier order dated 18.06.2021, participated in the hearing via Video Conferencing and stated that they have received the 3-member Sub Judge Committee report and the report of the High Court Inspection Team  and that they have taken print outs of the same and made them as booklets. They further stated that they have appointed the required number of Assistant Nodal Officers in their respective districts.  	3	Mr. R. Joseph Joy, Family Judge, Kanyakumari, stated that he is, at present, holding additional charge of three Courts, viz., the Special Court under the POCSO Act, the Mahila Court and the Additional District Court, Padmanabhapuram and therefore, he requested that he may be permitted to have the assistance of a Judicial Officer of the rank of a Sub Judge.

Full order THE HONOURABLE MR.JUSTICE K.KALYANASUNDARAM and THE HONOURABLE MR.JUSTICE B.PUGALENDHI  H.C.P.(MD) No.131 of 2021  Machakalai     					…  Petitioner.     ####   . Every detention order passed by the Detaining Authority has to be approved by the Government as per Section 12 of the Tamil Nadu Act 14 of 1982. The Government is approving the order of detention based on the materials placed before it. Therefore, the basic materials for any detention order would be available with the Government. If at all any clarification is required from the authorities concerned on the representation submitted by the detenu, then it could be collected in no time through e-mail or fax from such authorities. Even then, there is an inordinate delay in considering the representation of the detenus and in fact, in some of the cases, this delay is artificially created to favour the detenu. With the advancement in technology and in today’s scientific world, several modes of communication are available, such as e-mail, fax, WhatsApp., etc, which can be best used. A dedicated web-portal has to be established so that every movement of the representation can be monitored and the delay in considering the representation can be avoided. We hope and trust that the authorities concerned would take necessary action in this regard.  	31. With the above observations, this habeas corpus petition is disposed of. The impugned detention order passed by the second respondent dated 15.12.2020, is hereby quashed. The detenu, namely, Raguvaran @ Anbu, aged about 32 years, S/o.Machakalai, who is now confined at Central Prison, Madurai, is directed to be set at liberty, unless his detention is required in connection with any other case / proceedings.	  	32. Since this Court has made certain observations for the authorities to take note of, Registry is directed to mark a copy of this order to the following officials for taking necessary action at their end:  	i) the Chief Secretary to the Government, 	State of Tamil Nadu, Chennai;  	ii) the Secretary to Government, 	Home, Prohibition and Excise Department, 	State of Tamil Nadu, Chennai;  	iii) the Director General of Police (L & O), 	Chennai; and  	iv) the Director of Prosecution, 	Chennai. Mr P. Wilson MP and Senior Advocate wrote letter to HE President of India seeking for  ensuring Social diversity and adequate representation of all states in appointment of judges of Supreme Court. The said letter has received the attention of Hon’ble President of India who inturn has forwarded the same  to Ministry of Law and justice for appropriate attention.  By virtue of the issuing being raised by Member of Parliament for adequate representation of all States to Supremecourt, the deadlock in the elevations of judges as Chief Justices and Judges of Supremecourt will be sorted out very soon. The letter written by Mr P. Wilson MP and the reply is enclosed.

Further, the inauguration of the District Study Circle is scheduled to be held on 09.07.2021 at 05.00 P.M through virtual/hybrid mode and the Hon’ble Chief Justice/Patron-in-Chief, Tamil Nadu State Judicial Academy has consented to inaugurate the District Study Circle at the High Court
