Vijayaraghavan, learned Amicus Curiae and Mr.S.Sethuraman and Mr. M. Ilayaraja, Assistant Chief Nodal Officers are present. Further, except Mr. V. John Mino, Sessions Judge, Dindigul, who was appointed as the District Nodal Officer for Dindigul, the remaining 33 District Nodal Officers appointed vide our earlier order dated 18.06.2021, participated in the hearing via Video Conferencing and stated that they have received the 3-member Sub Judge Committee report and the report of the High Court Inspection Team and that they have taken print outs of the same and made them as booklets. They further stated that they have appointed the required number of Assistant Nodal Officers in their respective districts. 3 Mr. R. Joseph Joy, Family Judge, Kanyakumari, stated that he is, at present, holding additional charge of three Courts, viz., the Special Court under the POCSO Act, the Mahila Court and the Additional District Court, Padmanabhapuram and therefore, he requested that he may be permitted to have the assistance of a Judicial Officer of the rank of a Sub Judge.

3 Mr. R. 4 Acceding to his request, we appoint Mr. K. Nambirajan, Secretary, District Legal Services Authority, Nagercoil, as Additional District Nodal Officer to assist Mr.R. Joseph Joy.

5 Mr. D. Lingeshwaran, Director, Tamil Nadu State Judicial Academy, explained about the one day training programme that is to be held on the Saturday, the 10th instant, in the TNSJA headquarters at Chennai as well in the Regional Centres at Madurai and Coimbatore, for the District Nodal Officers and Assistant Nodal Officers. He also stated that the Academy has created a WhatsApp group for the District Nodal Officers for dissemination of information.

6 Coming to Dindigul District, it is reported that Mr. V. John Mino, Sessions Judge, Dindigul, whom we had appointed earlier as the District Nodal Officer for Dindigul, is physically indisposed. Therefore, in his place, we appoint Mr. P. Saravanan, Additional District Judge, Dindigul, who shall, in turn, appoint the required number of Assistant Nodal Officers.

7 As undertaken by him on the last date of hearing, i.e., 18.06.2021, Mr. N. Vijayaraghavan, learned Amicus Curiae, has communicated the order passed by this Court on the said date, to all the Insurance Companies, both public and private, as well the Transport Corporations, for them to comply with the directions contained therein.

8 Further, inviting the attention of this Court to the order1 passed by the Supreme Court in Bajaj Allianz General Insurance Company Pvt. Ltd. vs. Union of India and others with regard to use of the digital platform for conduct of accident claims proceedings and deposit of compensation, wherein also, he is one of the Amici Curiae, he has further suggested that a direction may be issued to all the Insurance Companies, both public and private, and Transport Corporations, to send e-mails to the respective Motor Accident Claims Tribunals within 48 hours of the deposit of award amounts with requisite particulars of the Unique Transaction Reference (UTR) Numbers and MCOP numbers for ready reconciliation of the same by the Tribunals concerned. He has further stated that he has shared the e-mail IDs of all the Motor Accidents Claims Tribunals with all the Insurance Companies and Transport Corporations. We appreciate any proactive participation in this transformative exercise.

9 Accepting the aforesaid suggestion made by the learned Amicus Curiae, we direct the Insurance Companies, both public and private, and the Transport Corporations, to send e-mails to the respective Motor Accident Claims Tribunals within 48 hours of the deposit of award amounts with requisite particulars of the Unique Transaction Reference (UTR) Numbers and MCOP numbers for ready reconciliation of the same by the Tribunals concerned.

10 After partaking in the training programme to be conducted by the TNSJA on the 10th instant, the District Nodal Officers shall commence the inspection work with the Assistant Nodal Officers in their respective districts. Each District Nodal Officer shall maintain a notebook to record his observations. All the other judicial officers and staff members in the districts shall provide the necessary support and furnish whatever information is sought by the District Nodal Officers and Assistant Nodal Officers. The District Nodal Officers shall have access to all the Court records in their districts.

11 As done in the earlier hearing, the learned Amicus Curiae has undertaken to send a copy of this order by e-mail to all the Insurance Companies and Transport Corporations and the same shall be treated as sufficient notice for compliance.

12 A copy of this order may be sent by e-mail to all the District Nodal Officers and the Director, Tamil Nadu State Judicial Academy.

Post on 23.07.2021 (Friday) at 2.30 p.m., on which date, all the District Nodal Officers and the Director, TNSJA, shall be present via video conferencing.
