Haja Mohideen Gisthi seeking a writ in the nature of mandamus directing the State Transport Department to enforce the affixation of HSRP on older vehicles before 01.04.2025 in accordance with various notifications, advisories, and circulars issued by the Ministry of Road Transport and Highways (MoRTH), similar to the implementation already carried out in more than 20 States across the country. The matter was taken by the Hon’ble Chief Justice Mr. Manindra Mohan Shrivastava and Hon’ble Mr. Justice G. Arul Murugan.

2. The Hon’ble Madras High Court vide its order dated 28.11.2025 in W.P. No.45674 of 2025, has acknowledged the larger public interest concerns surrounding the implementation of High Security Registration Plates (HSRP) for vehicles manufactured prior to 1.04.2019 and has clarified the appropriate constitutional authority to address the issue.

While disposing of the writ petition, the Hon’ble Division Bench held that the present statutory framework places the policy decision regarding compulsory HSRP for pre-2019 vehicles within the domain of the Central Government. Importantly, the Court granted express liberty to the Petitioner to approach the Central Government for appropriate directions and policy intervention, thereby keeping the core issue of nationwide implementation very much alive.

4. The Court reiterating the arguments advanced by Mr. S. Haja Mohideen Gisthi also recognised the significance of HSRP in vehicle identification, crime prevention, and public safety, and observed that vehicle owners are entitled to voluntarily opt for HSRP even for vehicles manufactured prior to 01.04.2019. Accordingly, the petition was disposed of with liberty granted to the petitioner to approach the Central Government for appropriate relief. The Court also reiterated that vehicle owners of pre-2019 vehicles are free to voluntarily opt for HSRP installation.
