Vehicle Owners in Tamil Nadu Can Now Obtain HSRPs Through Authorized Dealerships
In a significant development for vehicle owners across Tamil Nadu, Vehicle owners across Tamil Nadu have received a major relief with regard to the installation of High Security Registration Plates (HSRPs) on vehicles registered before 01 April 2019.
The Ministry of Road Transport & Highways (MoRTH), Government of India, vide its Circular No. RT-11036/99/2020-MVL dated 16 June 2026, has clarified that authorized dealers of vehicle manufacturers are permitted to affix High Security Registration Plates supplied through their respective vehicle manufacturers on vehicles registered prior to 01.04.2019. This makes the process more convenient, reliable, and accessible for vehicle owners.
The Ministry has further clarified that authorized dealers of vehicle manufacturers do not require any separate approval from the State Government or Union Territory Administration for carrying out such HSRP fitment activities on older vehicles.
This clarification is expected to significantly accelerate HSRP implementation across Tamil Nadu and provide a convenient mechanism for vehicle owners to obtain and install HSRPs through their nearest authorized dealership.
Vehicle owners can now approach the authorized dealership of their respective vehicle manufacturer for guidance and assistance regarding HSRP fitment. As dealerships maintain records of their customers and possess the necessary infrastructure, they are well positioned to facilitate a smooth and efficient implementation process.
The initiative assumes greater significance considering the large number of vehicles registered before 01 April 2019 that are yet to be fitted with High Security Registration Plates. Wider adoption of HSRPs will strengthen vehicle identification, improve road safety, aid law enforcement agencies, and help prevent vehicle-related crimes such as theft and misuse.
The clarification issued by MoRTH is expected to benefit millions of vehicle owners across Tamil Nadu by providing greater accessibility and convenience while supporting the Government’s objective of achieving universal HSRP coverage.
Vehicle owners are advised to contact their nearest authorized dealership and complete HSRP fitment at the earliest to ensure compliance with the provisions of the Central Motor Vehicles Rules and contribute towards a safer and more secure transportation ecosystem.
