Writ Petition filed under Article 226 of Constitution of India, to
issue a Writ of Mandamus, directing the 3rd respondent to consider the application submitted by the petitioner to the 4th respondent on 20.03.2026 and the same being forwarded by the 4th respondent to the 3rd respondent on the point of Jurisdiction under Na.Ka. ORDER
This petition has been filed seeking a direction to the 3rd respondent to consider and dispose of the application submitted by the petitioner to the 4th respondent on 20.03.2026, which was thereafter forwarded by the 4th respondent to the 3rd respondent on the ground of Jurisdiction under Na.Ka. No.A1/626/ 2026 dated 23.03.2026 within a time frame to be fixed by this Court.
2.The case of the petitioner is that he is an eminent actor and film maker. He does not hold any belief with regard to religion and community. In this regard, he submitted an application on 20.03.2026 to the 4th respondent, namely, the Tahsildar, Velachery seeking issuance of a “No Caste No Religion” Certificate. The said application was subsequently transferred to the 3rd respondent, namely the Tahsildar, Sholinganallur on jurisdictional grounds. However, the said application has not been considered till date. Aggrieved by the same, the petitioner has approached this Court by filing the present writ petition.
3.The learned counsel appearing for the petitioner would submit that, in a similar matter, the Hon’ble Division Bench of this Court, by order dated 10.06.2025 in W.A No.401 of 2025 issued a direction to the concerned Tahsildar to issue a “No Caste No Religion” Certificate within a period of one month. Replying on the said order, the learned counsel prayed for a similar direction in the present writ petition. He would further submit that, in view of the aforesaid decision of the Division Bench of this Court, this Court may be pleased to issue a direction to the 3rd respondent to issue a “No Caste No Religion” Certificate to the petitioner within a reasonable time to be fixed by this Court.
4.The learned Government Advocate appearing for the respondents would submit that a similar certificate has already been issued by the Tahsildar, Tirupattur, on 05.02.2019 and that an appropriate order would be passed in favour of the petitioner by the 3rd respondent on or before 29.04.2026.
5.In view of the above, there shall be a direction to the third respondent to issue “No Caste No Religion” Certificate to the petitioner, in terms of order passed by the Hon’ble Division Bench of this Court in W.A No.401 of of 2025 on 10.06.2025, on or before 29.04.2026.
6.With the above direction, this writ petition stands disposed of. There shall be no order as to costs.
