Mrs.R.Anitha, learned Government Advocate takes notice on behalf of the 1st Respondent and Mr.K.Raja Shrinivas, learned standing counsel takes notice on behalf of the 2nd Respondent.

2.Since the following are the necessary parties to this proceedings, this Court suo motu impleads them as party Respondents to this proceedings:
(i)The Zonal Officer,
Vending Committee,
Zone IX, Corporation of Chennai,
Chennai and

(ii)The Commissioner of Police,
Office of the Commissioner of Police,
Vepery, Chennai 600 007.

Mr.K.Raja Shrinivas, learned standing counsel takes notice on behalf of the newly impleaded Vending Committee and Mrs.R.Anitha, learned Government Advocate takes notice on behalf of the Commissioner of Police.

3.Though the matter relates to allotment of shops to the ice cream vendors in Marina Beach, it is commonly stated that the World’s longest Beach viz., Marina Beach is not properly maintained and is often littered and nobody cares of it. Even though Mr.K.Raja Shrinivas, learned standing counsel for Corporation would submit that the Corporation of Chennai is taking efforts to maintain the Beach. The following queries are raised and the Respondents are required to answer the same in the next hearing:
i. What is the quantity of garbage generated per day in Marina Beach ?
ii. How the garbage is being removed?
iii. Whether the people, who are littering in the Beach are fined or not?
iv. How many rest rooms are available for the people, who are visiting the Beach?
v. Whether mobile rest rooms are being stationed at various points in the Beach, which runs from Anna square to Light house?
vi. If it is not so, when the mobile rest rooms would be made available, to avoid spoiling of environment and beauty of the Beach?
vii. How much money is being spent for maintenance of the Beach, annually?
viii. What is the amount generated by way of income by collection of rent from the Vendors?
ix. Whether proper police protection is provided and police booths are available at different points to prevent commission of offence as the visitors used to be in Beach, even after 10.00 PM?
x. What are all the schemes or what are all the measures which are being taken or going to be taken by the Corporation to maintain the Beach or to enhance the beauty of the Beach?
xi. Why not the Government appoint a dedicated team headed by an IAS Officer, consisting of officials from Corporation, PWD, Police Department, local Councillor, Environmentalist, Social worker, representative of traders etc., to look after cleanliness and maintenance of Marina Beach as it is the main tourist spot of the State?
xii. Why not the Fish Vendors be given a fish market near the loop road to prevent fish vendors and public from encroaching upon the loop road?
