Writ petition is misconceived and, accordingly, dismissed with costs quantified at Rs.1,00,000/- [Rupees One Lakh only] payable to the Tamil Nadu State Legal Services Authority within one month. Consequently, interim application stands closed. We have not expressed any opinion on merits and leave it to be considered in appropriately constituted petition. A Full Bench (comprising three judges) of Justices A.D. Jagadish Chandira, G.K. Ilanthiraiyan and Sunder Mohan of #MadrasHighCourt will begin hearing from today the arguments on two important questions of law: 1. Whether the Governor is bound by the advise given by the Council of Ministers in matters relating to remission and premature release of convicts. 2.
