ORDER
Normally, this Court does not interfere in an order of suspension. However, when the matter was posted on 11.06.2026, serious allegations were made against the officials concerned, with reference to the issue of the suspension order alleging malafides as no reasons were given for the
suspension. Therefore, this Court has directed the production of the files.
2. Today, the original documents relating to the proceedings leading up to the suspension has been produced to the scrutiny of this Court. The note file has been paginated. However, it is seen that, when all other pages are typewritten, suddenly a handwritten note bearing page Nos.41 and 42 appears to have been inserted. This Court is constrained to use the word “inserted” as the subsequent paginations appears to have been altered subsequently by overwriting, as well as by using a whitener. That the page Nos. 41 and 42 are inserted subsequently is reinforced by the fact that at page Nos.58 and 59, the following decision has been taken.

3. The note has been signed by the various officials only on 01.06.2026. The Government Order under which the petitioner has now been suspended, has also been issued on 01.06.2026 which is rather surprising. In these circumstances the note file “inserted” as pages 41 and 42 assumes significance and makes out a prima facie case for grant of an interim order. The same has been signed a day earlier apparently to give credence to the Government Order being issued on 01.06.2026. These are only a prima facie view being expressed by this Court.
4. The respondents shall file their counter on or before 06.07.2026. Till then, there shall be an order of interim stay of all further proceedings of the impugned suspension order passed by the first respondent.
