Velraj was admitted by Hon’ble Mr Justice M. Dhandapani of the Madras High Court.

Mr. Richardson Wilson, counsel appearing for the University had contended that the convenor committee appointed to exercise the powers of the vice chancellor had passed orders suspending the former vice chancellor in contemplation of enquiry into grave charges levelled against him, pursuant to a resolution of the syndicate. Dr. Velraj had filed an appeal to the Governor Chancellor against the order placing him under suspension, and he said order was quashed by the Chancellor. He contended that Chancellor cannot act as an appellate Authority against an order passed by the syndicate as the syndicate is the Apex body governing the University and that the Chancellor did not give adequate opportunity of hearing to the syndicate or the convener committee before passing the impugned order. He also submitted that the order of suspension is only in contemplation of initiating an enquiry into grave charges including corruption and quashing it at the threshold suffers from serious illegality.

After hearing the counsel for the university, the Hon’ble court issued notice and admitted the matter.
