ORDER
Pursuant to the order dated 29.10.2025, Mr.N.R.R.Arun Natarajan, learned Special Government Pleader appearing for the respondents 1 and 2, has filed a counter affidavit.
2. Though the affidavit is filed as a counter, I should point out, neither the petitioner nor the Department are treating this litigation as an adversarial litigation as traditionally understood. The Department has taken a clear stand that it is willing to comply with all the requirements of Section 4(1)(b) to 4(1)(d) of the Right to Information Act, 2005, and upload the information as necessary.
3.Paragraphs 6 and 7 of the affidavit has listed the details, that have already been uploaded by the Department on its official website.
4. Mr.N.R.R.Arun Natarajan, submits that post 2022, efforts have been taken to upload some more documents and that it would take sometime. This factum is not disputed by Mr.B.Jagannathan, who states about hundred thousand documents are still required to be uploaded. As it is a work in progress, it can always be monitored by this Court.
5.Mr.N.R.R.Arun Natarajan, shall report by next week as to how many documents have been uploaded post today’s hearing.
6. Mr.B.Jagannathan, also adds that the links to the other websites, whichissue tenders have not been furnished by the HR & CE Department.
7. Mr.N.R.R.Arun Natarajan states that this issue also can be addressed by the Department.
8. Mr.B.Jagannathan, and the petitioner, who is present in person before this Court, shall file an affidavit as to what further details that have to be uploaded by the Department in terms of the provisions referred to above.
9. Mr.B.Jagannathan, also submits that the third respondent has listed a lot of complaint petitions filed by the writ petitioner, which are are pending for a long time.
10. Mr.Vigneswaran, learned Standing Counsel for the third respondent, shall get instructions from the third respondent, whether it is possible to club all the petitions together on one date. So that it does not cause inconvenience to the Department officials as well as to the writ petitioner, who is the petitioner therein.
11. To report further progress, post the matter on 20.11.2025 under the same caption. It is made clear that this Court is not in any way dealing with the issues that have been raised by the writ petitioner, which is pending.
