1. RBI – Office Attendant Recruitment (PY 2025)
▪ Total Vacancies: 572
▪ Mandated OBC Reservation (27%): 572 × 27% ≈ 154 posts
▪ Actual OBC Vacancies Notified: 83 posts
This means:
• Only 14.51% OBC reservation instead of 27%
• A denial of more than half the constitutionally required OBC seats
Ironically, this injustice is perpetrated by the Reserve Bank of India, a premier institution expected to uphold constitutional values with the highest fidelity.
2. NABARD (National Bank for Agriculture and Rural Development) – Development Assistant Recruitment
• Total Vacancies: 159
• Mandated OBC Reservation (27%):
159 × 27% ≈ 43 posts
• Actual OBC Vacancies Notified: 26 posts
This means:
• OBC representation is reduced to 16.35%, instead of the constitutionally mandated 27%
• Nearly 40% of legitimate OBC entitlement is silently erased
These notifications expose clear patterns:
• Vacancies are fragmented office-wise / region-wise to avoid applying reservation on the total cadre strength
• OBC reservation is selectively diluted while UR categories remain intact
• The “post-based roster” is misused to perpetuate chronic under-representation
When:
• NABARD denies 17 OBC posts
• RBI denies 71 OBC posts
The cumulative effect is not administrative oversight – it is systematic exclusion of OBC communities from. If this is allowed unchecked, OBC reservation will exist only on paper, while actual employment remains inaccessible.
I therefore urge the Honble Union Finance Minister @nsitharaman to direct the Reserve Bank of India @RBI and NABARD @NABARDOnline to review and rectify these recruitment notifications immediately, and to ensure strict compliance with the 27% OBC reservation mandate and uphold the spirit of the Constitution in all recruitment processes.
