Maharashtra Governor B S Koshyari has given permission to students to appear for the final year examinations online from home, state Higher and Technical Education Minister Uday Samant said on Thursday.

He said the state government will request the University Grants Commission (UGC) to extend the existing deadline for conducting the examinations from September end to October end, and added that the toughness of the exams will also be reduced.

The Supreme Court had last week upheld the UGC guidelines and said that no state and university can promote students in the final year/terminal semester without conducting examinations. The court also ruled that the UGC’s directives to universities and colleges to hold final-year exams by September 30 was well within its domain.

“Governor B S Koshyari has given permission to the final year students to appear for exams online. They can give exams from their home,” Samant said.

“We are also planning to bring the results out by October 31 to save the students’ academic year,” he added.

Samant along with junior minister in the department Prajakt Tanpure had met Koshyari at the Raj Bhavan here on Wednesday to discuss the issue of conducting exams in light of the Supreme Court verdict.

The minister said he held a meeting with 13 vice chancellors of public universities on how to conduct the final year examinations as directed by the apex court.

“We are planning to conduct the practical examinations in September itself. All the papers and their evaluation will be completed before October 31 and the result will be out by that time,” he said.

“The practical exams could be held from September 15 onwards. We are also trying to hold these exams online instead of making the students visit colleges,” he said.

“We are also going to request the UGC to extend the existing deadline of conducting examinations from September end to October end. We will bring down the toughness of the exams as well,” he said.

In its order, the SC had said that if any state or Union Territory, in exercise of its jurisdiction under the Disaster Management Act, has decided that it is not possible to conduct the examination by September 30, then they can make an application to the UGC for extending the deadline.

All schools in Delhi will continue to remain closed till September 30 in view of the COVID-19 pandemic, but students of senior classes will be allowed to visit their institutions for taking guidance from teachers from September 21, the Directorate of Education (DoE) said on Friday.

The directorate has said that up to 50 per cent of teaching and non-teaching staff can be called to schools outside COVID-19 containment zones for online teaching, tele-counselling and related work.

“All schools shall continue to remain closed for students till September 30 in view of COVID-19 pandemic. However, students of classes 9 to 12 may be permitted to visit their schools, in areas outside the containment Zones only, on voluntary basis, for taking guidance from their teachers,” the DoE said in an official order. “This will be subject to written consent of their parents and guardians and will be permitted with effect from September 21 for which, SOPs will be issued by the Health Ministry,” it said.

The DoE has directed that online classes and teaching learning activities for students will continue as usual.

Universities and schools across the country have been closed since March 16, when the Centre announced a countrywide classroom shutdown as part of the measures to contain the spread of the novel coronavirus.

A nationwide lockdown was imposed on March 25.

President Ram Nath Kovind on Friday said teachers are the guiding force for students and true nation-builders. With sheer perseverance and patience, a teacher helps students comprehend the rich legacy of the country’s culture, he said.

“The changing times call for new methods of pedagogy that may help us equip our younger generation, to learn, explore and contribute more efficiently to the society. I hope that we continue to be guided by our sagacious teachers and build a future of this great nation,” Kovind said in a message on the eve of Teachers’ Day.

“Ideal teachers consistently encourage students to pursue this objective and realise their goals. No doubt, teachers are the guiding force for students and true builders of our nation. This is the precise reason why the ‘Guru-Shishya’ tradition holds special reverence in Indian culture,” the president said.

Teachers’ Day is celebrated on September 5, the birth anniversary of Sarvepalli Radhakrishnan, former President of India.

“I extend warm greetings to the community of teachers and wish them great success in their endeavours in the making of an enlightened community of students who will lead our country to great glory in the days to come,” Kovind said.

“We celebrate the Teachers’ Day on the birth anniversary of one of the greatest teachers of modern times and my illustrious predecessor, Sarvepalli Radhakrishnan,” he said.

Also a renowned philosopher, he defined the role of the teacher as someone who acts not only as an educator but also as a moral mentor and imbues values among students, Kovind added.
