The Petitioner, a practising Advocate, has approached this Hon'ble Court aggrieved by the complete inaction on the part of the Respondents, namely the Election Commission of India and the Chief Electoral Officer, Tamil Nadu, in failing to act upon two detailed complaints dated 18.03.2026 and 23.03.2026 submitted by the Petitioner. The said complaints specifically highlight grave and substantiated allegations of violation of the Model Code of Conduct (MCC) by Dr. P. Umanath, IAS, who is presently serving as Secretary-1 to the Chief Minister of Tamil Nadu. The allegations include continued exercise of administrative influence, maintenance of communication with District Collectors and police authorities. 4 and interference in governance during the subsistence of the MCC, thereby compromising the neutrality of the electoral process.
