Sub : Mysterious deaths of Higher officials and retired personnel’s – Political vendetta – threatening by the ruling Government to act in connivance to their undemocratic and malafide policies – Sad incident of Mr. Venkatachalam, IFS & Mr. Santhosh Kumar – Assistant Engineer, Radhapuram Union death /suicide – Suomoto enquiry needed – Commission under Retired Justices of the Hon’ble High court & Independent Enquiry by a Central agency – Request – reg.
The Hon’ble Chief Justice,
With reference to the above-mentioned subject matter, I would like your kind indulgence and merciful leniency in going through the under mentioned petition and take up suo moto action in this regard:
Presently in the state, there happens a lot of chaos and disorder due to the mysterious lock up deaths, suicides and murder for gains which puts the entire state unrestful, the incident of Mr. Venkatachalam, IFS who functioned exceptionally as a Chairman of Pollution control Board committed suicide due to the false allegations and foisted case on him.
The Government of Tamil Nadu have took the independent departments such as the Police, Anti-corruption, and the Vigilance departments as tools to thwart any person who democratically question them on the ineptitude actions performed by them as a government. Besides which there are multiple false complaints which are filed against the former Ministers and MLA’s surging investigation and search operations not only in their residences but also of their families, extended families and friends, which in turn create disrepute towards the entire democratic system.
It is further pertinent to mention High court and Supreme court had time and again took Cognizance in these kinds of gruesome incidents which happen in the state and they had condemned the act of the State Government for the same, In the death of Dhanbad Additional Sessions Judge Mr. Uttam Anand the Supreme court had passed a comment that :

“It has been brought to the notice of this Court that similar incidents are happening across the country. Taking into consideration the duty and obligation of the State to create an environment and accord full protection to judicial officers as well as the legal fraternity so that they can perform their duties fearlessly, we deem it appropriate to take up this matter suo motu,”
Presently the Suicidal death of Mr. Venkatachalam, IFS who was appointed as the Chairman of the Pollution Control Board had refused to cooperate with the present Government and in pursuance of which he was threatened and coerced to resign from his office and when the same is refused, The State Government had also initiated a search raid against him through the Anti-Corruption bureau, and it was declared to the public that an amount of Rs.11,00,000/- (Rupees Eleven Lakhs Only) along with few gold and silver items were recovered. It is apposite to mention that Mr. Venkatachalam IFS have held office and functioned as a Forest department officer for the past 35 years, in which he has functioned in various responsibilities with full capacity and is one of the senior Forest Department officer, Such a capable, chivalrous, experienced senior official in the Indian Forest department will not resort to such cowardice at any given time. The Alleged recoveries of cash and other valuables that were made by the Anti-Corruption Bureau at their search at his residence were meagre and could have been substantiated by him at the time of the investigation by the Anti-Corruption Bureau.
Further, I will be failing in my duty if I am not apprising again a fact which happened on 08.12.2021, Mr. Santhosh Kumar, Assistant Engineer of Radhapuram Union had committed Suicide by jumping before a running Train for pressure and work stress by the DMK ruling party members and contractors who are swindling the Natural resources of the concerned district, this doesn’t stopped there and the Sub Collector and Superintendent of Police of Tirunelveli district were also transferred by the DMK government for them performing their role of safeguarding the Natural resources and for imposing a hefty penalty on the obstructers who indulge themselves in the theft of Sand and trafficking Natural resources.
The news and the media have said that these acts and actions of the department have given sufficient cause to raise suspicion around Mr. Venkatachalam, IFS and Mr. Santhosh Kumar – Assistant Engineer of Radhapuram Union’s mysterious death. This is a repetition of pattern and occurrence that syncs whenever the DMK Government comes to power, whereby the government officials who are righteous and honest who fulfilled their duties properly were dead in a mysterious and suspicious manner. The public have started voicing out that Mr. Venkatachalam, IFS suspicious death is an addition and has a connection to the previous deaths of Mr.Rayappa who functioned as the Chief secretary, Mr.Durai, Mr. Anna Nagar Ramesh and his family and Mr. Sathik Basha etc.,
Our Hon’ble High court had took suo moto cognizance in many cases where on Suicide when it affect the public at large and create a unrest in the society, this had happened in ‘Blue Whale case’ in Suo motu WP (MD) no. 16668 of 2017, Further in
Pugazhendhi case, the Madurai Bench of our Hon’ble High court has invoked its suo moto revisional powers to set aside the sessions court order acquitting the accused of abetment to suicide, hence time and again when there is injustice or turmoil in the society due to a suicide, our Hon’ble High court and the other High courts of the Country had taken cognizance in the issues and had acted with utmost care safeguarding the people of the concerned state by issuing necessary directions and holding enquiry through independent bodies such as CBI.
It is further apposite to state that as the Police department which includes the CBCID and the DVAC is acting as a puppet to the present Government for fulfilling their whims and fancies, an independent body such as CBI could alone investigate the suicide of Mr. Venkatachalam, I.F.S & Mr. Santhosh Kumar – Assistant Engineer, Radhapuram Union and that could happen only with the intervention of this Hon’ble Court by taking up this matter righteously, democratically, and lawfully. Take necessary action against those who commit crime or offence is very imminent need for the society at large.
Hence it is humbly prayed before your Hon’ble Lordships to kindly take the suicidal death of Mr. Venkatachalam, I.F.S & Mr. Santhosh Kumar – Assistant Engineer, Radhapuram Union in a suomoto manner and direct for a independent enquiry by any central agency such as CBI and by appointing a retired Justice of the Hon’ble High court of Madras to monitor the said enquiry, consequently directing the present Government to restrain themselves from in anyway tamper the evidences in the investigation and thus render justice.
