The General Elections to the Tamil Nadu Legislative Assembly has been announced by the Election Commission of India (hereinafter ‘ECI’ or ‘Commission’) and is underway. While so, vide order dated 8th April, 2026, the Commission has appointed Thiru M. Sai Kumar (IAS: 1990) as the Chief Secretary of Tamil Nadu in place of Thiru N. Muruganandam, IAS who was functioning as Chief Secretary of Tamil
Nadu.
The DMK party registers its strong objection to this arbitrary and unreasonable transfer. There are no reasons stated in the ECl’s order and no complaints have been made by any major political party about Mr. Muruganandam. There is no rhyme or reason why he should be transferred from the post.
Even though the election process is underway in Tamil Nadu, the Government cannot come to a standstill. Till the next Assembly is sworn in and the next Cabinet is formed, there should be continuity in administration. The Chief Secretary oversees the day-to-day functioning of the Government, particularly when the political leadership is occupied with elections. Several routine files pertaining to governance, court cases etc. are to be dealt with in the coming month before the election results are announced. Since Thiru Muruganandam was the Chief Secretary for a year and a half, he is best placed to ensure smooth functioning of the Government during the election period.
In such circumstances, we request you to withdraw your order dated
08.04.2026 forthwith and restore Thiru N. Muruganandam, IAS as the Chief Secretary of Tamil Nadu and oblige.
