I rise to bring to the kind attention of the House to the crisis through which State of Tamilnadu is going through, with regards to pending dues from Union Government.
India is union of states and Tamilnadu is one of such states. It is pertinent to note that the Union Government through the non-distribution of funds in various schemes including GST compensation owns to the Government of Tamilnadu an outstanding amount to the tune of Rs 20287.38 crores under 38 heads which are as follows:-

In Amruit 2.0 scheme, the allocation of funds to the state Tamilnadu is not adequate for this financial year when compared to other states of ruling party. The Hon’ble Minister is requested to look in to this issue immediately.
The amount realisable under GST Compensation is enormous and the Union Government is going against the THE GOODS AND SERVICES TAX (COMPENSATION TO STATES) ACT, 2017 . When you took away the power of the States to collect indirect taxes by legislating GST Act, it was on the promise that the states shares would be promptly paid. It was on this premise that the states consent were obtained, by delaying payment, you are committing breach of trust and violating your undertaking made on the floor of the Parliament.
The amount allotted towards MNGERA, NRDWP, Grants for Local bodies, Scholarships for SC/ST, Smart cities programme, elementary and secondary education, national scheme for fisherman, midday meal scheme, Integrated child protection scheme are utilised for very important welfare projects undertaken by the state and by Union and are in the danger of coming to standstill or closure, if outstanding amounts are not released immediately.
The state of Tamilnadu and its people have been ignored . The Union Government has to look in to this issue immediately and release the funds to the state of Tamil nadu so as to ensure that there is smooth functioning, implementation and running of the schemes and achieve the respective objects.
