The Tamil Nadu Electricity Generation and
Distribution Company Limited (TANGEDCO) recent global tender calling for import of coal is now under challenge by way of PIL on the ground that the Report No. 5 of 2017 of the Comptroller and Auditor General of India on Public Sector Undertakings for the year ended 31 March 2017 Clearly unearthed the COAL SCAM and enumerated all is not well in the entire exercise of inviting global BID by way of fixed tender and causing great loss to the public exchequers. The Report had concluded as follows
“Not inviting and evaluating bids on variable price method for import of coal by Tamil Nadu Generation and Distribution Corporation Limited (TANGEDCO) led to avoidable expenditure of ` 746.13 crore. Further, its failure to independently verify the correctness of gross calorific value furnished by the supplier resulted in undue benefit to the extent of ` 813.68 crore.”
what was more alarming is that the Investigation done by Directorate of Revenue Intelligence revealed that there is loss to government in coal import due to the fact of over valuation, fraudulent invoice, wrong declaration of export value from other country and etc… and in line with this the DRI had issued vide circular no.11/2016-CI dated 30.3.2016 whereby 40 coal importing companies were kept under investigation.
In spite of all these Expose the COAL SCAM is continuing by present tender which is now numbered and to be listed before Hon’ble chief justice court.
