CHENNAI: The Madras high court on Wednesday refused to stay reopening of Tasmac
liquor shops in
Tamil Naduon May 7.
However, a special division bench of Justice Vineet Kothari and Justice Pushpa Sathyanarayana directed the government to implement rationing by permitting one person to purchase only one bottle of liquor ( 750 ml ) per day if payment is made by cash.

The court directed the state to add the option to make online payment to prevent crowding at retail liquor shops. If paid online, which is already available at elite liquor shops through an app, one person can get two bottles.
This apart, the court has also directed the government to ensure strict implementation of all appropriate rules including social distancing at such shops.
The bench passed the order after the Tamil Nadu government ruled out the possibilities of liquor sale through alternative modes like online.
The issue pertains to a batch of pleas – including one moved by advocate B Ramkumar Adityan — seeking to quash the GO permitting reopening of the shops.
According to the petitioner, Tasmac shops are crowded even during normal time and expecting implementation of social distancing is highly impractical.
On May 4, the Tamil Nadu government passed an order (GO) announcing that Tasmac liquor shops would reopen on May 7. The shops will function between 10am and 5pm. The order added that strict social distancing norms would be implemented and additional staff would be deputed to each shop to control crowd.
