Tamil Nadu State Legal Services Authority reaching out to people in Distress
in this period of Lock Down.
Tamil Nadu State Legal Services Authority is one of the Institutions
providing various types services in Legal and Non Legal matters to the General
Public. In this period of Lock Down, large number of public come with various
grievances by way of emails and whatsup messages in Non Legal matters such as
requesting arrangements for food, food grains, groceries, Medical help, travel
passes etc.. Large number of women have also come forward, seeking counseling
in the matters of Domestic Violence.
In the recent times, after extension of Lock Down, various aid, were
arranged by the TNSLSA and some of them are as follows,
The Hon’ble Dr. Justice Vineet Kothari, Serving Judge High Court of
Madras and Executive Chairman of TNSLSA received a frantic call from a family
with a Pregnant woman in advanced stage, seeking help to reach their native place
Palakkad in Kerala from Chennai. On intervention of the Executive Chairman,
Exit Pass from Chennai to Palakkad was issued by the Police Authorities.
Accordingly the family started their travel on 13.4.2020 but was denied entry by
the State of Kerala at their border. This again led to an intervention of the
Executive Chairman at the highest level and with the help of another Judge of
Kerala High Court, the Chief Minister and the Chief Secretary of Kerala involved,
finally after five hours wait, the family was allowed entry to reach safely to
Palakkad, subject to the condition that they maintain home quarantine for the
period of 14 days. This incident led to the issuance of Government Order dated

15.4.2020 by the Government of Kerala allowing entry of Pregnant Women with
some guidelines to enter into the State of Kerala despite of complete lockdown.
On 14.4.2020 a student from Avanam village, Pattukottai Taluk of
Thanjavur District, sent a Whatsup message seeking groceries and medical help
to the 30 senior citizens who are the agricultural labourers. This message was
reached to the Executive Chairman of TNSLSA and immediately with the help of
District Legal Services Authority (DLSA) Thanjavur, this Authority arranged and
coordinated with the District Administration to provide food and groceries to the
senior citizens of their village. Revenue officials also visited the village and
assured the further assistance in future. Medical aid was also provided to the
senior citizens and their family members of the said village.
On 15.4.2020 yet another distress message was forwarded to this Authority
requesting immediate assistance of medical help from Karanai village of
Urappakam Taluk, Chengalpet District for fixing a feeding tube to an 83 old
women patient of dementia and Lung infection. As per the instruction of Hon’ble
Executive Chairman of this Authority, DLSA Kancheepuram was alerted and
they inturn, with the help of Lions club of Urappakkam, arranged a doctor and the
83 year old women life was saved. The alert message was sent by the Daughter-in-
law to save her mother-in-law.
On 15.4.2020 another whatsup message received by the Executive Chairman
of this Authority, informing that 20 families of GYPSYs (Narikuravar) people
residing at Salavakkum, Chengalpet District, were not having food and food
grains. Immediately food and groceries were arranged and handed over at the
houses of families by the DLSA Kancheepuram by involving the local Lions Club.
At Tiruchirapalli on 12.4.2020, 25 members of Circus employees stranded
at Thotiyam town without any aid and they sent a request to DLSA Tiruchirappalli

and on the intervention of Mr. Murali Shankar, Principal District Judge/Chairman,
DLSA accommodation, food and groceries were provided to them.
DLSA, Tiruvallur has also by engaging NGO, namely Sevalaya supplied
two Ventilators to Government Hospital, Tiruvallur and extended the scope of
Legal Services to provide medical supplies on 7.4.2020.
West Bengal and Manipur State Legal Services Authorities have also
requested for the services of Tamil Nadu Legal Services Authority by sending the
list of more than 500 persons, belonging to these states with a request to look after
their safety and food supply to those persons. Accordingly 90% of the people in
the list were traced out and their shelter was arranged, food and essential items
were supplied to them, with request to contact the respective DLSA Nodal officer
for further assistance if any.
DLSAs across the State, are arranging supply of food, groceries and
essential items and medical help to various vulnerable groups, senior citizens and
those who are staying at various Shelter homes. They have also deputed more than
200 Para-Legal Volunteers to assist the respective District Administration in
containing Covid-19 activities.
The DLSA’s of Coimbatore, Tuticorin, Vellore helped more than 15
patients who were stranded in hospitals to get valid Exit Pass to go back to their
places more particularly large number of patients to Kerala.
Considering the necessity of reducing the Domestic Violence, this Authority
(TNSLSA) has launched Help line Whatsup numbers in each District, handled by
the Secretary of DLSA in each District. DLSA will provide Telephone/online
counseling services by engaging qualified counselors of Domestic Violence
issues.
The following numbers have been notified as a whatsup Helpline to handle
Domestic Violence issues across the State covering all Judicial Districts.
