State of Manipur is under ventilator. Please bring it to the normalcy by restoring democracy through elections and do justice to the people of that State. How long will the State Assembly will be under suspension and Parliament will usurp the role of State Assembly including the passing of this resolution ?
Sir, Water (Prevention and Control of Pollution) Act, 1974, enacted with a clear purpose: to prevent and control water pollution, to maintain and restore the wholesomeness of water, and to establish powerful Boards entrusted with safeguarding the health and purity of our nation’s water bodies.
Sir, fifty years later, the intention of that Act must guide our conscience today, because pollution is no longer just a statutory concern; it has become a national emergency, and nowhere is this more visible than right here, in the capital city of Delhi.
Delhi has become a gas chamber, a public health emergency, and we – this Parliament — cannot sit here in silence while citizens gasp for survival.
Throughout 2025, Delhi has not seen even one single day that meets WHO’s safe air standards. More than 17,000 people die in Delhi every year out of which one is seven deaths is due to air pollution. Across India, 1.5 million citizens die prematurely because of air pollutions. In fact, Delhi people are losing over 8 years of their life expectancy due to air pollution. Between 2022 and 2024, our hospitals in Delhi saw over two lakh acute respiratory cases linked directly to this toxic air.
And let us be honest – stubble burning is only one chapter. The single largest culprit every Delhiite sees daily is – traffic congestion, vehicular emissions, and over-centralization of everything in this one city. Why should all works be carried out from Delhi. Why must governance in 2025 operate in the same manner it did in 1950?
The government must seriously consider whether Parliament winter sessions during peak smog months are even advisable. The constitutional requirement of number of days of sittings can be achieved by working in other sessions avoiding winter sessions.
There is no constitutional mandate that every constitutional body or authority must sit only in Delhi.
Sir let the government establish regional benches of Supreme court in Chennai, Mumbai, Kolkata and reduce works of the Supreme court at New Delhi. Likewise shift the principal benches of tribunals to other parts of the Country.
Like wise move the ministries and statutory bodies to other states. Spread the administrative load across the country. Let’s decongest Delhi and allow Delhi to breath good air.
At this juncture I wish to briefly highlight the urgent issue of the Hogenakkal Water Supply and Fluorosis Mitigation Project launched in 2010 to address severe fluoride contamination in Dharmapuri and Krishnagiri districts, and successfully completed it in 2013, providing essential drinking water to lakhs of affected people.
To meet the enhanced Jal Jeevan Mission norms, Phase-III has been proposed to benefit 38.81 lakh people. Despite the oral assurances given by National Jal Jeeven Mission and ministry, the absence of formal confirmation is seriously affecting the project. The Hon’ble Chief Minister of Tamil Nadu Thiru M.K. Stalin has also requested the Hon’ble Minister vide letter dated 14.11.2025 to urgently approve the project.
At this Juncture Hon’ble Chairman Sir, I take this opportunity to highlight the financial pollution affecting the projects in state of Tamil Nadu due to inaction of the Government of India and seek to urgently release the long-pending dues owed to the State of Tamil Nadu: –
Under the Jal Jeevan Mission, Department of Drinking Water and Sanitation Government of India has to release Rs. 3,112.06 crore
Tamil Nadu has requested the Union Government to release pending dues amounting to Rs. 2,670.64 crore, relating to expenditure already incurred by the State for paddy procurement, rice fortification, and subsidies for ragi and sugar.
Further, Samagra Siksha Abhiyan funds of Rs. 3548.22 crore must be released to Government.
How can the Union Government withhold funds meant for the fundamental rights of children simply because a State chooses not to follow a non-binding National Education policy?
Hence, financial pollution created by the Union Government severely affects the State of Tamil Nadu must be resolved by the Hon’ble Prime minister.
Through you Hon’ble Chairman sir, I appeal that it is your state, please see to that, many funds which are to be given to Tamil Nadu Government, is not settled by Union Government.
Therefore, this financial pollution should be lifted and solved, and see to that Tamil Nadu gets all the funds due and payable to it.
