[12/23, 11:29] Sekarreporter1: One Thiru Pugazhendi, Principal Chief Engineer, even after his retirement, the Government thrice, not once, extended his period of service. The Hon’ble Judge has held: The 4th respondent has been granted extension twice each for a period of two years and this is the third extension extending the period of service continuously for the 5th year. What is so special about the 4th respondent to keep him at the helm for more than 4 years under the guise of execution of civil works raise more questions than answers. Nevertheless, as stated above, this is not a Quo Warranto petition. This Court has to refrain from passing judgement on the legality of engaging the services of the 4th respondent by the Government, but the consideration of the present case is that by engaging the services of the 4th respondent as the Chief Engineer in the office of the Municipal Administration, clashing with the right of the petitioner herein to continue in his position as being appointed as Chief Engineer vide G.O.Ms.No.307 dated 25.07.2018. In consideration of the challenge from the said perspective of the petitioner, the impugned appointment of the 4th respondent has to be necessarily set aside.
