ORDER
[Order of the Court was made by N. KIRUBAKARAN, J.]
Today, in an English daily, a news item appeared that a Police
Officer from Tamil Nadu Special Police Force, allegedly threatened a woman
of Narikuravar Community, who was waiting at Sankarankoil bus stand,
demanding for sex and on witnessing the incident, the passengers, who were
waiting at the bus stand, prevented the said Police Officer from reaching the
woman, caught hold of the Police Officer and handed over him to the
Sankarankoil Police Station.
2.It is further reported that though the Police Officer was produced
with evidence before the Police Station, the Inspector of Police, Sankarankoil
Police Station has not taken action and he was allegedly left out by the Police.
3.Though the Police Officer was caught hold of, while indulging in
the commission of offence and produced before the Police Station, it appears
that the Police concerned has not acted upon, by registering a case, for want of
a written complaint.

13.This issue is an eye opener, which needs to be addressed by the
Government. Only on effective steps, the incidents of this nature could be
prevented in future. The constitution of a Committed Wing or Committee
consisting of officials from the departments to watch, the acts of negligence,
commission of offence, acts of violence, damage of public property and failure
of officials to do their statutory duties reported in newspapers, social media,
TV news and bring them to the notice of the concerned authorities, to address
those issues pointed out in every District level and State level, is the need of
the hour.
14.Under these circumstances, why do not this Court issue a
direction to the respondents to constitute a Wing, consisting of officials from
various Departments to watch the instances of acts of negligence, failure of
civil bodies to maintain drainage, failure to collect garbage, failure to attend
the leakage of sewage or drinking water and damage of roads, commission of
offence, acts of violence, damage of public property and failure of officials to
do their statutory duty, reported in newspapers, social media, TV news and
note down and bring them to the notice of the concerned authorities to address
those issues pointed out in every District Level and State Level.
