By consent of learned counsel on both sides, this writ petition is taken up for final disposal at the admission stage itself.
2. This Writ Petition is filed praying for issuance of a Writ of Mandamus to direct the 5th respondent to issue patta (online) in the name of the petitioner in respect of the property bearing Plot No.109, Ragavendra Nagar,
V.K.Road, Tanneer Panthal, Peelamedu, Coimbatore 641 004, comprised in
Od S.No.340/1 (part), T.S.No.73, Block No16, Coimbatore Corporation
North Part Town, Ward-Y of Villankurichi Village, Coimbatore North Taluk, Coimbatore District measuring an extent of 2400 sq.ft. in the light of the order of the Head Quarters Deputy Tahsildar, Anupperpalayam, Coimbatore North dated 03.02.2023 made in R.T.R.0504/2022/A3 .

Learned counsel for the petitioner submitted that an order has been passed by the 5th respondent /Tahsildar on 03.02.2023 for patta to be issued in the name of the petitioner, in respect of Plot No.109, Ragavendra Nagar measuring 2400 sq.ft. However to the shock of the petitioner, in the patta that has been uploaded online, petitioner’s name was not found. It is further submitted that the Revenue authorities had already issued manual patta in the name of the petitioner, however, when the petitioner applied for patta through online, patta was issued in the name of the government. Hence, a representation was submitted on 22.05.2025 to the authorities for inclusion of petitioner’s name in the patta, 5th respondent forwarded the representation to the Assistant Director, Survey and Land Records, Coimbatore on 17.06.2025 and the same is still pending. In the aforestated circumstances, left with no other alternative, the petitioner has preferred the present writ petition.
4. The learned Addl. Govt. Pleader appearing for the respondents, on instructions, prima facie submitted that, the subject matter of this writ petition are Government Poramboke lands and therefore, the relief sought in this writ petition seeking grant of patta in respect of subject property cannot be entertained. He would submit that, pursuant to the petitioner’s request for issuance of online patta in respect of subject property, enquiry is under progress and the same would be completed and appropriate orders would be passed within a time frame to be fixed by this court.
5. In view thereof, this court is inclined to dispose of the writ petition with following directions;
i) The respondent authority shall complete the enquiry which is stated to be ‘under progress’ after issuing notice and affording a reasonable opportunity of hearing to the petitioner and all other interested parties including rival claimants, if any and pass orders on the same on merits and in accordance with law within period of twelve weeks (12) from the date of uploading of web copy without waiting for the receipt of certified copy. It is always open to the petitioner to rely upon any documents or judicial orders in support of his claim.
ii) It is made clear that this Court has not expressed any views with regard to the merits of the case and it is open to the concerned respondent to consider the matter on its own merits and in accordance with law. Rights and contentions of the petitioner and all other
interested parties are left open.
6. The Writ Petition is disposed of with the above directions. No costs.
