2.A Joint Report is submitted by the Special Officer of the Kalaimagal
Sabha and the Hon’ble One Man Commission, and is taken on file.
3.Per the report, a Public auction notice dated 27.02.2026 has been issued in respect of 4 lots of lands, 3 in Coimbatore and 1 in Thiruvarur. The last date for receipt of bids is 27.03.2026. A joint memo dated 04.03.2026 is filed by the Hon’ble One Man Commission and the Special officer, Kalaimagal Sabha, setting out the timelines for the various stages in relation to the proposed auction and we record the same as under:
‘JOINT MEMO FILED BY ONE MAN COMMISSION AND THE SPECIAL OFFICER KALAIMAGAL SABHA
The Special Officer has published the auction notification on 27.2.2026 for e-auction of Kalaimagal Sabha properties. The terms of notification stipulates that the intending bidder should submit their application through https://tntenders.gov.in along with earnest money deposit on or before 27.3.2026 at 12.00 am. The e-auction notification did not specially mention the date of auction, date of confirmation and computation of time limit for payment of balance consideration by the successful bidder. In order to give clarity on the timeline of the e-auction sale process, the Special Officer is filing this memo indicating the specific timeline for the sale process. The timeline for submission of bid, date of auction, confirmation of sale, approval by Hon’ble High Court are enumerated hereunder:

Pursuant to declaration of successful bidder, that the Joint Report
of Commission and Special officer seeking confirmation from this court in terms of Standard Operating Procedure will be filed within 10 days thereon. The successful bidder should deposit 75% balance sale price within 15 days from the date of order of Hon’ble Bench confirming the auction sale. The Special Officer or his designate will execute the sale deed in favour of the auction purchaser within 15 days from the date deposit of balance 75% of sale price.
It is therefore prayed that this Hon’ble Court may be pleased to record this joint memo and pass suitable orders granting permission to the Special Officer to prescribe aforementioned timeline for the e-auction sale and thus render justice.’
4.There are three prayers in the Joint Report submitted today and we order the prayers in the following terms.
(i) We request the Hon’ble One Man Commission to nominate two independent valuers from the Institute of Valuers for valuation of lands comprised in S.Nos.455, 601, 599/2, 602/2, 603/1, 604/1B, 605/2, 600/2 and 602/3 of Bilichi Village.
(ii) Mr.Selvendran, will instruct the Tahsildar, Mettupalayam to issue notice to the joint pattadars for the lands in S.Nos.151/2, 151/3, 151/4, 152/5, 102/9, 104/4, 106/3, 99/1A1, 99/1B1, 101/2C, 107/2, 335/3B2, 335/3A, 331/1,
331/4, 331/6, 332/1, 333/4, 167/1B, 334/B, 167/2A, 91/1, 88/1, 89/3, 89/5,
93/1B1, 93/1B7, 93/1A, 93/1C, 96/1, 96/3, 88/31, 93/1B3, 93/1B5, 96/2A,
96/2C, 99/1A2, 99/1B2, 99/1D, 99/1A1, 99/1B1, 98/2A, 103/1E, 164/2B3,
164/3F, 163/3A, 163/3E, 163/3M and 155/2 of Mooduthurai Village,
Mettupalayam Taluk, Coimbatore District and S.No.455 in Bilichi Village, Coimbatore Taluk, Coimbatore District, hear them and thereafter take appropriate action in relation to retention or otherwise of their names on the pattas for the aforesaid properties.
(iii) Mr.Selvendran, will instruct the Tahsildar, Coimbatore North and
Assistant Director, Survey to survey the lands in S.Nos.455, 601, 599/2, 602/2, 603/1, 604/1B, 605/2, 600/2 and 602/3 of Bilichi Village and demarcate the boundaries thereof.
5.The directions in paragraphs 4(ii) and (iii) supra shall be complied within four (4) weeks from today and a report filed by the Tahsildar, Coimbatore North.
6.The authorities are permitted to approach the jurisdictional Station House Officer for necessary assistance, if required, to facilitate the process of survey and removal of encroachments.
