We have heard Shri Elephant G. Rajendran, petitioner in
person and Shri Sanjay R Hegde, learned senior counsel along with Shri Sabarish Subramanian, learned standing counsel for the respondent(s)/State of Tamil Nadu.
We have perused the affidavits and find that in order to
achieve an effective solution to the issues that have been raised

by the petitioner herein, it would be necessary to implead Ministry of External Affairs, Government of India and Ministry of Culture, Government of India represented by the concerned Secretary as respondent nos.5 and 6.
Cause title be amended accordingly.
Issue notice to the aforesaid respondents.
Registry to also intimate the Central Agency about the impleadment of the aforesaid respondents and also digitally send the memo of Special Leave Petition along with all the affidavits and pleadings for taking steps to appear in the matter.
