*EXCEPTION TO ARTICLE 14*
The President and the Governor are an exception to the ‘equality mandate’ because they are not answerable to any court for the exercise and performance of the powers and duties of their office. No criminal proceeding whatsoever can be
instituted or continued against them while in office. No civil proceeding can be similarly instituted during term of office and until the expiration of two months. Similarly, foreign sovereigns and ambassadors are an exception to the equality mandate.
