Can any one imagine a more idiotic answer than this. The centre should have taken steps to strengthen the infrastructure. They should have activated all medical and paramedical staff in the country to take steps to vaccinate the population . Even final year medical students could have helped in this effort. Fools they have wasted our resources and coming out with lame and untenable excuses

Let us assume the centre exports wheat and rice to several countries. Someone files a writ stating these food grains are very much needed in our country to feed our hungry children. The centre could argue as there are no infrastructure facilities such as storage facilities , tarpaulins and staff to handle the food grains, the centre decided to gift them to other countries.

I am really happy to notice Sri M.Ravindran sir sharing his opinion and while I wish all my friends at the Bar a safe and secure and healthy life may I place my submission here on the issue with all humility.
Pt. 1. – We assume that in entirety looking at the end product, “Made in India ” and assume that it is completely made here. That isn’t so- the vaccine manufacturers rely on various source
input materials.
Pt.2 : Those countries, in turn, rely on others to produce the input materials.
Pt 3 – It’s a global chain and goes into manufacturing .
Pt 4. so far our country has exported 663.698 lakh vaccine doses now in our country thrice the numbers have been administered.
Pt. 5 107.15 lakh are aid. ie., 16% the remaining 84 % -198.628 lakh vaccine doses which is approx. 30 per cent is to the WHO’s COVAX facility by Serum Institute of India. they are contractual obligations of vaccine manufacturers.
Pt.6 – Now could then an argument be placed that the Govt shd stop the vexport ? When it is a commercial obligations of Serum Institute
Pt:6 A central pooling of vaccines and the recipient are other Nations which have contributed with research, men and material power, can we block.
Pt.7 .COVAX is a joint initiative of WHO, Gavi CEPI, UNICEF delivery partners, interestingly enough India is a recipient 97 million doses of Covishield through this WHO COVAX
Pt 8 – 14 % of supplies to Britan or United Kingdom is where the Oxford-AstraZeneca licence is from.
Pt-9 Can a manufacturer refuse to supply the licensee. Can Covishield refuse AstraZeneca !!!
Pt 10 – Now let’s come to places where our countrymen are working like say, Saudi Arabia, 🇸🇦 interesting that here ppl are vaccinated free of cost
Pt 11 – 2,00,000 UNPKF 6,600 Indian personnel are deployed.
Pt12 – Of 107.15 lakh doses – 78.5 lakh doses to seven countries which are our neighbors while ppl may classify this as Diplomacy I would rather think of this as a goodexercise epidemiology with our neighbours vaccinated would it not be a good neasure in  pandemic control .

Then it becomes the duty of the Govt to augment infrastructural facilities and manpower. Instead they have exported the vaccines. I do not where from our sister gets these details. When it is not part of the counter filed before the Supreme Court
