Prayer:
Petition filed under Article 226 of the Constitution of India to issue a Writ of Mandamus directing the respondents 1 to 3 to remove the current flawed digital token system under the direct login IDs of the DPCs since it is non-transparent and seniority not accessible to the farmers, to redesign the Tamil Nadu Government E-portal for Paddy allowing the farmers themselves to login in their own IDs from wherever they are for online registration of tokens for paddy procurement on seniority basis by Direct Purchase Centres in Tamilnadu, to deploy police particularly in the DPC Centre at Rettaimangalam to strictly prohibit the interference of touts, middlemen, agents, villagers from engaging in harassing the farmers for illegal extortion of money from the farmers approaching their DPC to market their produce and threatening them with dire consequences, to install CCTV cameras in and around the DPC throughout the State of Tamil Nadu to ensure safety and security around the DPC and also to the farmers.

Seeking to direct the respondents 1 to 3 to remove the
current flawed digital token system under the direct login IDs of the DPCs since it is non-transparent and seniority not accessible to the farmers, to redesign the Tamil Nadu Government E-portal for Paddy allowing the farmers themselves to login in their own IDs from wherever they are for online registration of tokens for paddy procurement on seniority basis by Direct Purchase Centres in Tamilnadu, to deploy police particularly in the DPC Centre at Rettaimangalam to strictly prohibit the interference of touts, middlemen, agents, villagers from engaging in harassing the farmers for illegal extortion of money from the farmers approaching their DPC to market their produce and threatening them with dire consequences, to install CCTV cameras in and around the DPC throughout the State of Tamil Nadu to ensure safety and security around the DPC and also to the farmers, this writ petition has been filed.
2.The learned counsel appearing for the petitioner submitted that paddy procurement season is ongoing and the petitioner and other farmers are seriously harassed for illegal extortion of money. It is utmost necessary to deploy Police in and around the DPC to strictly prohibit the interference of touts, middlemen, agents, villagers from engaging in harassing the farmers and serious indulgence has to be given for installation of CCTV cameras. In this regard, the petitioner made representation dated 25.09.2025, however, the same has not yet been considered.
3.The learned counsel appearing for the respondents 7 and 8
submitted that such representation has not seen the light of the day and that the respondents 7 and 8 have not received any such representation.
4.In view of the submission made by the learned counsel appearing for the respondents 7 and 8, liberty is given to the petitioner to make fresh representation both in person as well as through registered post with acknowledgment due. On receipt of the said representation, this Court directs the respondent to consider the same and pass appropriate orders, in accordance with law, within a period of two weeks from the date of receipt of the petitioner’s representation. In view of the seriousness of the submission made by the learned counsel appearing for the petitioner, it is made clear that the respondents should dispose of the petitioner’s representation within a period of two weeks from the date of receipt of the
petitioner’s representation.
5.The writ petition is disposed of. No costs.
