not inclined to grant any credence to the same. The dictum laid down is clear. The rule provides for leave reserve vacancies and contingency vacancies. They are recognized in service law. They are also filled up as a temporary measure and there cannot be an argument put up that they should not be carried over. The leave reserve and contingency vacancies are carried over when forming the panel for recruitment by transfer to any post. It must be kept mind that the post of Deputy Tahsildar is not a promotional post, but a post to be filled by recruitment by transfer.
45.In view of the above reasonings, I hold that the Writ Petition has to be dismissed and accordingly the Writ Petition stands dismissed. No
