At the outset, it may be necessary to briefly record the circumstances under
which this special Bench has been constituted by the Hon’ble Chief Justice.
2 It came to the notice of the High Court that a staff member in the III
Additional District Court, Patukkottai, has misappropriated a sum of about Rs.1.50
crores of MCOP compensation amounts, which resulted in the Portfolio Judges
appointing the following three Committees:
➢ High Court Inspection Committee;
➢ 3-Member Sub Judge Committee; and
➢ Additional District Judge-cum-Principal Sub Judge Committee.
3 Notwithstanding the above, a police complaint was lodged, based on
which, the District Crime Branch, Thanjavur, registered a case in Cr.No.21 of
2020 and arrested the staff.
4 The first two Committees aforementioned were directed to go into the
records of all the MCOP Courts in Thanjavur District and the mandate for the third

12 Accepting the suggestion of the learned Amicus Curiae, we direct all
the Insurance Companies, both private and public, and Transport Corporations to
strictly comply with the aforesaid directions issued by the Division Bench, in letter
and spirit.
13 We are informed by the learned Amicus Curiae that some Insurance
Companies have tweaked their system to meet with the compliance, but not all of
them and that might have led to the irregularities enumerated above. Equally,
there is need for Transport Corporations also to adhere to this mandate. Therefore,
we make it clear that any infraction of the directions issued by the Division Bench
of this Court, extracted in paragraph 11, supra, will be viewed seriously.
14 The learned Amicus Curiae has undertaken to send a copy of this
order by e-mail to all the Insurance Companies and Transport Corporations and
the same shall be treated as sufficient notice for compliance.
