All the aforesaid observations were not properly appreciated by the learned Single Judge while passing the order in the Writ Petition and hence, we are inclined to interfere with the same. 9. In the result, the order passed in W.P.No.10103 of 2014, dated 16.06.2022, as well as G.O.(2D) No.255, Home (SC) Department, dated 02.07.2013, are quashed.
