  Justice Manmohan called for a thorough rethink of the collegium system, saying High Court Chief Justices aren’t trusted enough—their picks get vetted by the SC collegium, government and IB, which slows appointments. He warned that fear of transfers weakens HC judges, highlighted crumbling infrastructure (recruited judges with no courtrooms, overloaded family courts, lack of prosecutors), and slammed the government as a litigant that files appeals defensively and is back‑pedalling on arbitration.
