When gubernatorial governers can with hold legislative wisdom,which is peoples wisdom,why judiciaries wisdom called by presidential reference

Is it not amount to judiciary overlapping on legislative wisdom
Or
The executive head of the state and country lacks legislative wisdom

When president is bound by Hon’ble supreme courts advice why can’t governers act in aid and advice of cabinet of a state.

In Bommais case only legislative assembly has final say not by governers

I wonder why these points raised before Hon’ble supreme court.
