PUDUCHERRY: Puducherry lieutenant governor Kiran Bedi accused chief minister V Narayanasamy of holding the file on the renewal of the terms of the advocates posted as government pleaders and public prosecutors.
“The tenure of law officers appointed for various courts subordinate to the Madras high court is over long since. The government assured the Madras high court to frame rules for engaging law officers as mandated by the Supreme Court. The law department has submitted draft rules and proposal to extend the tenure of law officers. These files are pending for the last four months in the office of the chief minister. Because of his inaction, these lawyers are appearing for the government without authority,” Bedi said.
Bedi further charged that the salaries of the law officers were not disbursed because the chief minister has been keeping the related file for the last four months in his office.

“I request the honourable chief minister to state his views on the file, keeping in view the legal requirements, and send it to lieutenant governor’s office without further delay,” she said.
Bedi also sent a mentoring note to all the secretaries in the backdrop of chief minister holding files on the extension of tenure of law officers.
“The governance suffers when important files remain pending decisions. With whomsoever. It is the duty of respective secretaries to track their files. Also, keep shadow files of such important policy and administration matters. The lieutenant governor can call for files to be examined. In that case, the shadow files help understand the matter to cut delays in administrative work. In the past, shadow files have been used to decide matters pending for long. When original files were not traceable even. It has happened in service matters. This file of legal officers should have been tracked. And shadow file maintained. As it is to adhere to honourable Madras high court and Supreme Court guidelines as well,” she said.

BJP to win 17 out of 28 seats in Madhya Pradesh bypolls: Exit poll
The Shivraj Singh Chouhan-led BJP government in Madhya Pradesh is expected to win 17 of the 28 seats on which bypolls were conducted earlier this week. The Congress, which has 80 seats in the 230-seat assembly, needs to win all 28 seats if it intends to form a government in the state. On the other hand, the BJP needs just nine seats to get a simple majority.

She insisted them send a reminder to the next superior and seek a meeting to address the pending issue.
“Perhaps discussion helps clarify doubts if any. The future one-on-ones already planned for the coming week shall also incorporate a question on the list of files pending decisions with honourable ministers or members of the Cabinet. Gist and the subject and date of sending and efforts made by you (secretaries) to help get a closure,” she said.

Puducherry: Polio-affected dancer struggles without income since lockdown

G Sabarinathan’s fire-dance was popular in and around Puducherry
CHENNAI: When G Sabarinathan was barely one year old, a polio attack weakened his right leg and hand. His mother, a fish vendor, took care of him. Living in Nallavadu, a fishing hamlet in Puducherry, he accompanied his friends fishing, but failed. He soon picked up some dance numbers from the Tamil movies that he watched. He later used to dance for a living.
Lockdown brought in two disasters. First, he lost the income that he used to make by performing in small events in and around his village. Second, his mother underwent a complicated heart surgery.
Today, this 28-year-old doesn’t know how to survive. He is ready to do any job, but nobody is giving him one due to his disability. He has to take care of his mother and two younger siblings. “I could overcome my disability, but I am now struggling to earn a living. My mother needs attention and I am worried about her health. Lockdown has put us in trouble,” said Sabarinathan, whose “fire dance” was popular in and around Puducherry. “Since functions and events got cancelled since lockdown, I couldn’t perform anywhere for the past eight months. No performance means, no money and we skip meals every day,” he said.
Sabarinathan even tried part-time jobs. “I worked at a juice shop, but the owner had a problem with my disability. He would blame me for everything, and it was due to humiliation that I left the job,” he said. Even though Sabarinathan has got some basic training as an electrician, he doesn’t have money to rent out a shop to start a repairing unit.
