COMMON ORDER
(Order of the Court was made by Dr.Anita Sumanth J.)
A status report dated 10.04.2026 is filed today. The properties identified in Thiruvarur and Coimbatore were brought for e-auction vide auction Notification dated 27.02.2026. The last date for submission of tender documents was fixed on 27.03.2026 at 2.00 pm and the opening of bid was scheduled on the same day at 5.00 p.m. However, though 185 persons had viewed the tender documents, there were no bids.
2. The Hon’ble One Man Commission and Special Officer have hence, conjointly extended the time for submission of tenders by a period of 25 days and the revised schedule is, last date and time for submission of tender documents, 21.04.2026 at 12.00 noon and opening of bids the same day, at 5.00 p.m.
3. Let a status report be filed in this regard. Needless to say, all the timelines as fixed originally, will apply to the extended timeline as well.
4. The status report goes on to chronicle certain unsavoury events at the instance of two individuals, Sasi Kumar and Hemalatha, the latter, an employee of Kalaimagal Sabha. Both individuals are stated to have engaged in fraudulent transactions with several persons promising them that they will facilitate purchases of properties of Kalaimagal Sabha, at guideline value.
5. The Hon’ble One Man Commission has suggested the appointment of an independent Auditor to conduct a forensic audit of the transactions, including the ‘Nasti’ receipts issued by the two individuals to prospective purchasers.
6. Undoubtedly, there should be an audit conducted, particularly in regard to the documentation relating to the properties in the State of Tamil Nadu, to ensure that the documents are in order and ascertain whether any encumbrances have been created.
7. For the moment, let the enquiry be internal. The Hon’ble One Man Commission and the Special Officer shall together identify persons within the establishment to look into the records carefully and ascertain if all documents, records and properties, are secure. Criminal complaints will be lodged before the authorities, both as against Sasi Kumar and Hemalatha and any other individual coming to the knowledge of the Hon’ble One Man Commission and the Special Officer as having initiated / participated in the fraud.
8. The respondents point out certain discrepancies in the Forms that had been uploaded. Let these discrepancies be brought to the notice of the Special Officer for immediate attention and rectification.
9. Since the original auction Notifications had been published in the All India Edition of some newspapers, let the extension of timelines, be published at least in the State Edition of the same newspapers, having regard to the cost involved.
10. In light of memo dated 10.04.2026 filed by Ms.M.Ezhilarasi, she is relieved from the duty of assisting the Hon’ble One Man Commission.
