ORDER
The Superintendent of Police, Chengalpattu District, is suo motu impleaded as the sixth respondent in this writ petition. Mr.A.Damodaran, learned Additional Public Prosecutor, takes notice for the impleaded sixth respondent.
2. Mr.P.Ganesan, learned Additional Government Pleader,
takes notice for the first respondent.
3. Mr.L.Jaivenkatesh, learned Standing Counsel, takes notice
for respondents 2 and 3.
4. Mr.P.V.Balasubramanian, learned Senior Counsel, takes
notice for respondents 4 and 5.
5. The matter was taken up for hearing as a ‘Lunch Motion’
case. Learned counsel for petitioner submitted that he is representing the member of the Legislative Assembly of Cheyyur Constituency. Learned counsel submitted that the music concert that is scheduled to be held at
Marakkanam, Seekinamkuppam, East Coast Road, Chengalpet, on 23.08.2025 will be attended by not less than 30,000 persons, as a result, the local residents in that place will face lot of hardships. Even on earlier occasion, one such music concert ended in a fiasco. Learned counsel submitted that the petitioner is not against the music concert and he is only expecting the concert to be conducted by strictly abiding to the terms and conditions.
6. Learned Additional Public Prosecutor appearing for the impleaded sixth respondent produced the proceedings of the Deputy Superintendent of Police, Mamallapuram Sub Division, Chengalpattu District, granting permission to the fifth respondent to conduct the concert. Learned Additional Public Prosecutor submitted that sufficient conditions have been imposed to ensure that the concert is conducted in an organized manner without causing hindrance to the local population and without causing any major traffic hiccups in the ECR.
7. Learned Senior Counsel appearing for respondents 4 and 5
submitted that as organizers, it is their duty to ensure that the concert is conducted as per the terms and conditions imposed by the police.
8. This Court makes it clear that the concert organized by the
respondents 4 and 5 shall strictly comply with the terms and conditions imposed by the police. This Court wants to keep this writ petition pending in order to get the feedback after completion of the concert. Depending upon the feedback, further orders will be passed in this writ petition.
Post this writ petition at the end of the motion list on 28.08.2025.
