  In so far as the petitioners in W.P.(MD) No. 1752 of 2026, W.P.(MD) No.2331 of 2026 and W.P.(MD) No.2313 of 2026 are concerned, their cases are squarely covered by the bar under Rule 21(h)(3) of the Tamil Nadu Suspension of Sentence Rules, 1982. In the other case, the petitioner in W.P.(MD) No.1981 of 2026 convicted for offence under Section 396 of IPC and there is a bar under Rule 21(b) of the Rules. Consequently, no mandamus can be issued to grant ordinary leave to the convict prisoners in the teeth of the bar contained in the Rules. 66.   HONOURABLE MR.JUSTICE S.M.SUBRAMANIAM C.R.P.No.4174 of 2022 and C.M.P.No.21838 of 2022 This being the principles to be followed, this Court do not find any infirmity or perversity in respect of the order passed by the Trial Court allowing the respondent / plaintiff to pay stamp fee in respect of the documents marked as Ex.A1 to Ex.A9. 33. Accordingly, the final and decreetal order dated 22.09.2022 passed in I.A.No.462 of 2022 stands confirmed and consequently, the Civil Revision Petition in C.R.P.No.4174 of 2022 is dismissed. No costs. Connected miscellaneous petition is closed.
