Sub: Requisition for the immediate extension of e Court fee facility to all other Courts inside the High Court Campus and the same may be extended in phases throughout Tamil Nadu.

My Lord,
The keen efforts taken by Your Lordship even before the National lock down by placing restrictions from crowding of groups inside the courts premises and also to shut down the Bar Associations by 3 p.m., its significance was not understood by many of us (including me). Such timely action have protected the members at large who are associated with the Judiciary and their respective families.
Since we are moving towards the clean phase after the brutal attack on the entire world by an invisible virus, the Judiciary being an integral part which cannot be locked down for longer period. The normalcy in the Judiciary which was before the attack looks to be not feasible in next few months. The development of technology have already rooted into the Judiciary by introduction of e-Court fee, e-Courts case status update at all levels and during the present scenario we have explored the virtual hearing.
I wish to bring to Your Lordship’s acquaintance, there will be voluminous case filings would be made on the day/week of Court reopening so as to avoid limitation irrespective of the suspension of the limitation period. There might be a possibility of acute shortage of the Court fee papers because of the lock down and we are exclusively relied upon the vendors in the High Court campus and the Treasury. The procedure to get Court fee papers from treasury would become reluctant as the initial process is to deposit money in bank and thereafter collect Court fee papers, but there is also no visibility about the availability of sufficient Court fee papers with the treasury.
The facility of e Court fee has commenced in the Madras High Court and Madurai Bench since 20.04.2018, the same may also be extended immediately to all the other Courts inside the High Court Campus (Small Causes Court, City Civil Court and few other Courts). The collection of Court fee papers from treasury is a two-step process whereas the option of e Court fee will reduce unnecessary crowding in the Banks. There is an office for issuance of e Court fee inside the High Court campus near to City Civil Courts. After the court reopens the availability of the vendors and availability of sufficient Court fee papers with them will be an open mystery, hence with the already available facility which could be extended to evade from any unforeseen situations from the normal smooth functioning of the Hon’ble Courts and will also help in unnecessary crowding in the banks.
I wish My Lords will consider the above plea at the earliest and extend support to the members of the Bar from any such unforeseen situations.
