It gives me great pleasure in introducing me as the President of the All India Medical
Association in India, which is an apex body for the Medical Colleges and Hospitals, in the
country. The Association caters to the needs of the member colleges, nursing, dentals,
pharmaceutical, paramedical, institutions, individuals, doctors, nurses, the teachers and the
students and act as a facilitator between the various authorities of NMC etc., and the Central
and State Government.
I take this opportunity to congratulate you on your appointment as the Chairman of the
National Medical Commission intended to regulate the medical education in the country. The
Commission which will replace the Medical Council of India with vast powers is being
appreciated and lauded by the medical fraternity as it will improve the quality of medical
education and medical services in the country. Your immense knowledge and experience in
various fields and achievements are a testimony to your appointment.
The medical education needs revamp as it is long overdue. For achieving this objective, you will
be an asset for the NMC Commission. The Medical Council of India was riddled with corruption
and nepotism and brought disrepute to medical education and medical profession.
In this context I as the President of the All India Medical Association would like to give a
suggestion which can be considered by the National Medical Commission. The erstwhile MCI
used to insist on obtaining No objection certificate from the State government concerned for
starting a medical college in a particular area or region falling within that State. This condition
may be dispensed with as several states are denying the NOC on flimsy grounds and reasons
and legitimate aspirations of starting a medical college are being thwarted by the States. A lot
of corruption is also involved in the grant of NOC.

For Indian conditions hundreds of medical colleges are needed to meet the needs of growing
population, particularly in rural areas. If an industrialist is willing to invest money in starting a
medical college and a full-fledged hospital is constructed with all the infrastructure, there
should not be any hindrance or impediment in starting the college.
Every new college can provide admission to hundreds of new students and doctors coming out
from such new colleges will be able do yeomen service to the people in the respective area.
There are several other areas which need course correction and a more transparent procedure
is needed for starting a new medical college.
To set right the malaise, it is important that the Members of the Commission render assistance
and cooperation to take the Commission forward in its pursuit of excellence. Your appointment
has come at a time when the entire world is fighting the pandemic of Covid-19 and struggling
to find out a viable vaccine in the first place and proper medicine for its treatment to cure the
disease.
I understand that the ICMR in association with the National Medical Commission has already
undertaken many steps for finding a suitable vaccine in India at the earliest. I am confident that
the Commission will ensure that the vaccine is found out in a couple of months to save the
humanity and proper medicine for its treatment to cure disease.
Our Hon’ble Sri.Narendra Modiji government at the Centre has taken all out efforts in launching
the vaccine. It has announced that the vaccine will be administered free of cost to the people.
Even the Joe Biden government to assume office in the United States in January 2021 has
announced that vaccine will be administered free of cost to all the citizens.
With your stewardship, I am confident that the required changes in the medical education
would be brought about during your tenure. I take this opportunity once again to congratulate
you and I am looking forward for an opportunity to meet you in person at the earliest.
