It is not only safeguarding the part III but also the entire constitution. In nutshell no law can survive with affecting / violating /infringing the Art 13 or No law can ultravirus the Art 13. That why it was inserted in Part III instead of part I. Therefore the law itself is a fundamental rights and the parliament in India is not a absolute sovereign body as that of UK parliament. Our Constitution exercising control over the parliament and often the union government is not understanding this principle ie.,The parliament can make any law it is not so.
