MADURAI: The Tamil Nadu government on Friday informed the Madras high court that it would not issue prospectus for medical admissions till a decision is taken by the constitutional authority on the Bill to provide 7.5% horizontal reservation to government school students who clear NEET for admission to undergraduate medical courses.
Advocate general Vijay Narayan informed the court that the decision was yet to be taken on the Bill by the governor.
Expressing anguish over the delay in taking a decision with regard to the Bill, Justice N Kirubakaran turned emotional. He broke into tears over the plight of the government school students in getting admission for medical courses.

A division bench of Justices N Kirubakaran and B Pugalendhi orally observed that though the government school students take the composition of 41 % in the state, the students admission in medical courses had been only in single digit in the state during the past three years. The judges observed that due to this reason, government school students were not applying for NEET.
Appreciating political parties in the state for unanimously passing the Bill in the assembly, the judges observed that the horizontal reservation of 7.5 % is only a meagre one in an attempt to provide a level playing field to government school students. Since the NEET results are to be published on October 16 and the admissions would commence thereafter, the judges observed that it was saddening to know that a decision was yet to be taken on the Bill.

Telangana rain: CM Rao pegs losses at Rs 5,000 crore
Telangana chief minister K Chandrasekhar Rao has pegged the loss suffered by the state in Wednesday’s downpour at roughly Rs 5,000 crore. Of this, Rs 2,000 crore would be needed for farmers who lost their crop. The chief minister wrote to PM Modi seeking Rs 600 cr to support affected farmers and Rs 750 cr for rehabilitation work in areas falling under Greater Hyderabad.

Observing that the decision should be taken on the Bill at the earliest to safeguard the interest of the government school students, the judges sought response as to when the government would publish the prospectus for medical admissions. The advocate general informed the court that the state government would not issue the prospectus till a decision was taken on the Bill by the governor.
The judges adjourned the case to October 29 for further hearing.

The court was hearing a batch of two public interest litigations filed by S Ramakrishnan and V Muthukumar who sought a direction to implement the horizontal reservations based on the recommendation of the committee led by Justice (retired) P Kalaiyarasan.
