Hon’ble Chief Justice,

In this Pandemic situation of Covid-19, the Courts are being allowed to function and only Urgent matters are being taken by the Hon’ble High Court and Sub Ordinate courts during this Lock-down period. Even though Further Lock down has been announced by the Government we would request your Lordship to consider the following aspects with regard to the functioning of the Courts :-

  1. The Physical hearings of the High court may be commenced for the Bail, Anticipatory Bail and Habeas Corpus Petitions. Further Writ Urgent Admissions and other important urgent matters can be heard through Physical hearings.
  2. Criminal Cases can be heard in a Separate Block and Writ Petitions may be heard in a Separate Block.
  3. The cases in relation to Tamil Nadu Prevention of Dangerous Activities of Bootleggers, Drug Offenders, Goondas, Immoral Traffic Offenders and Slum- Grabbers, Act, 1982 have to be listed for Final Hearings.
  4. Entry of Advocates may be restricted and only those advocates whose name is found in the Cause List may be permitted inside the Court Halls that too after the screening of the Temperature and observing Hand Sanitizing procedures.
  5. The Advocates may be permitted to file the physical filings into the Drop Box to be kept inside the premises of the High Court and to be monitored by the Staff.
  6. In so far as the uploading of the Order copies are concerned, the same may be executed without any delay.
  7. With regard to the functioning of the Lower Courts are concerned, the Lower Courts may also commence the physical hearings in Bail, Anticipatory Bail and other matters under Section 138 of the Negotiable Instruments Act.
  8. The urgent Civil Cases in the Sub ordinate Court may be permitted to be moved physically and physical hearings may be conducted for the urgent cases.
  9. In all cases before the Lower Courts, only the concerned Advocates alone be allowed into the Court Halls after completion of precautionary measures.

I request your Lordship to consider the above while issuing Notifications with regard to the functioning of the Courts after the lock down period.
