(3) If it is not laid before the Legislature, which is mandatory, it is a fraud on Constitution and it cannot have the same force and effect as a Law enacted.

(4) If the satisfaction of the President or the Governor constitutes a fraud on power or was acctuated by oblique motive and it is based on extraneous grounds. In other words there was no satisfaction at all.
