judge referred to a Supreme Court verdict in 2009 which held that a postgraduate degree obtained through distance education programme in contravention of UGC regulations is not valid. Hence, as contended by the authorities, the petitioner who does not possess a basic degree is not eligible to show his BPEd degree to get promotion.
