Pursuant to the 24 hours notice issued by this Court with regard to the prayer made by the petitioner, Mr. R. Sankara Narayanan, learned Additional Solicitor General appeared before this Court and would submit tht anti-COVID-19 therapeutic application of the drgu 2-deoxy-D-glucose (2-DG) has been developed by Institute of Nuclear Medicine and Allied Science (INMAS), a lab of Defence Research and Development—–Mr.Venkata Sivakumar, intervener, would submit that the medicine 2-Deoxy-D-Glucose (2-DG) has been found to be very efficacious as per the statement of Dr. Gopalakrishnan of Yashomathi Hospitals, Bangalore. 4. Mrs. Geetha, learned counsel, who has also intervened, would confirm the same as she happens to be a close friend of the said Doctor. 5. An affidavit of Dr. Gopalakrishnan, Yashomathi Hospitals, Bangalore, as to how the drug is very effective, could be circulated to us. 6. It is open to the parties to make a mention to bring up the matter, if any necessity arises for further clarifications or for making further arguments or for circulating instructions. 7. Pursuant to the 24 hours notice issued by this Court with regard to the prayer made by the petitioner, Mr. R. Sankara Narayanan, learned Additional Solicitor General appeared before this Court and would submit tht anti-COVID-19 therapeutic application of the drgu 2-deoxy-D-glucose (2-DG) has been developed by Institute of Nuclear Medicine and Allied Science (INMAS), a lab of Defence Research and Development Organisaton (DRDO), in collaboration with Dr. Reddy’s Laboraties (DRL), Hyderabad and clinical trial results have shown this molecule helps in faster recovery of hospitalised patients and reduces supplemental oxygen dependence. Further, higher proportion of patients treated with 2-DG showed RT-PCR negative conversion in COVID patients and that the drug will be of immense benefit to the people suffering from COVID-19. He would further submit that the Anti Covid drug 2-DG has been launched by Defence Minister and Health Minister on 16.05.2021. Regarding the manufacture of the said medicine, Expression of Interest (EOI) for ToT of process for manufacturing of 2-Deoxy-D-Glucose (2-DG) has been invited by uploading the said offer in websites. As on 17.06.2021, which is the last date for EOI, 40% companies have expressed their interest to manufacture and the applications are being processed. The learned Additional Solicitor General has to get appropriate instructions, especially, the time limit required for processing the applications and issuing final orders with regard to transfer of ToT to the selected companies so that the drug could be manufactured on a large scale and made available in markets to the benefit of the general public. The instructions in this regard shall be circulated by the learned Additional Solicitor General.

As regards one Dr. Anandayya of Krishnapatnam, Nellore District, who has developed a medicine which has been proved to be very effective in treating COVID patients within half-an-hour of applying the said medicine on eyes and nose of COVID patients and that the Andhra Pradesh Government has also analysed the medicine and found it to be very effective, Mr.R. Sankara Narayanan, learned Additional Solicitor General would submit that pursuant to the directions given by the High Court of Andhra Pradesh, the said medicine is now being analysed by Indian Council of Medical Research (ICMR). The learned Additional Solicitor General undertakes to get instructions as to when the said process would be over so that the medicine could be made available not only to COVID patients within the country, but also worldwide as it would be a great service to the humanity as a whole. The efforts of Dr. Anandayya, who prepares the medicine and offers it to a large number of people every day, free of cost, especially, when hospitals and doctors are minting money even out of this pandemic situation, need to be lauded and this Court appreciates the yeoman service rendered by him. There is an urgent need to identify, encourage and appreciate inventors like Dr. Anandayya in the interest of the society.

3. Mr.Venkata Sivakumar, intervener, would submit that the medicine 2-Deoxy-D-Glucose (2-DG) has been found to be very efficacious as per the statement of Dr. Gopalakrishnan of Yashomathi Hospitals, Bangalore.
