Hon’ble Sir,

The Bar Council of Tamil Nadu and Puducherry is a statutory body functioningunder the Advocates Act, 1961 and the Bar Council of India Rules. More than one lakhadvocates have enrolled before the Bar Council and practicing all over Tamilnadu.
I would like to bring to the notice of the Hon’ble Chief Minister that Covid-19 pandemic is effectively brought normal life of all persons including Advocates particularly young and women Advocates practicing in Tamilnadu to halt due to the periodical lock-down.
We express our sincere thanks to the Hon’ble Chief Minister for announcing a Solatium of Rs. 25 lakhs to the family members of the Thirunelveli Chief Judicial Magistrate who died after testing positive for Covid-19. Likewise, several Advocates lost their lives due to Covid-19 and their braved family members are suffering without any financial assistance.
In the first phase of Covid-19, Hundreds of Advocates lost their lives and the Bar Council has given financial assistance to the family members of the deceased Advocates who have joined as members under the Tamilnadu Advocates Welfare Fund Act, 1987 with the help of the Government. Unfortunately, several Hundreds of Advocates died due to Covid-19 without joining as member in the said Welfare Scheme and hence the Bar Council is unable to pay any amount to the family members of those Advocates and thereby they are suffering without any financial assistance.
Moreover, huge numbers of Advocatesand their family members are undergoing treatment for Covid-19 infection and those who are taking treatment in private Hospitals are not able to bear the Medical expenses and their lives are in dangerous situation. Therefore the needy Advocates may be included under the “Tamilnadu Chief Minister’s Comprehensive Health Insurance Scheme” and save their lives.

The Hon’ble High Court of Madras has also issued notification to close down all the Courts in Tamilnadu and Puducherry. In view of that, the Advocates are not able to appear beforethe Court and they are prohibited from entering Court Complex. Due to the above said reason, several Bar/Advocates Associations have alsoinformed that most of the Advocates are financially suffering due to the lockdown and finding difficult to make endsmeet and it is highly necessary to provide financial assistance to those Advocatesat thisjuncture.
Therefore, I earnestly request the Hon’ble Chief Minister of Tamilnadu,
1) to pay Solatium to the family members of the Advocates died due to Covid-19 who have not joined as members in the Tamilnadu Advocates Welfare Fund Act, 1987,
2) to include all the needy Advocates and their family members under the “Tamilnadu Chief Minister’s Comprehensive Health Insurance Scheme”and provide them Medical aid in order to save their lives
and
3) to provide financial assistance to the Needy Advocates who are financially suffering due to the Covid-19 Pandemic as early as possible and the Advocatesand their family members will be grateful to the Hon’ble Chief Minister forever for the gracious timely help for them.

I would like to bring to the notice of the Hon’ble Chief Minister that Covid-19 pandemic is effectively brought normal life of all persons including Advocates Clerks to halt due to the periodical lock-down. More than 3700 Advocate Clerks are the members under the Tamilnadu Advocates’ Clerks Welfare Fund Act, 1999 and several Hundreds of Advocates have not joined in the Scheme.

Unfortunately, several Advocate Clerks died due to Covid-19 and their family members are suffering without any financial assistance. Moreover, huge numbers of Advocate Clerks and their family members are undergoing treatment for Covid-19 infection and those who are taking treatment in private Hospitals are not able to bear the Medical expenses and they are suffering a lot. Therefore the Advocate Clerks may be included under the “Tamilnadu Chief Minister’s Comprehensive Health Insurance Scheme” and save their lives.

I would like to bring to the notice of the Hon’ble Chief Minister that Covid-19 pandemic is effectively brought normal life of all persons including Advocates Clerks at Puducherry Union Territory to halt due to the periodical lock-down.

Unfortunately, several Advocate Clerks died due to Covid-19 and their family members are suffering without any financial assistance. Moreover, huge numbers of Advocate Clerks and their family members are undergoing treatment for Covid-19 infection and those who are taking treatment in private Hospitals are not able to bear the Medical expenses and they are suffering a lot.
