The original house maybe we accept the suggestions or may not accept the ucgsuggestions.whatever the position if the bill again comes to president then he must give consent to the Bill, then the bill become an Act. (III) the president may withhold the bill till his tenure.that means he is in the views of not giving consent to the Bill ,then the bill will not become an Act.( this is one of occasions where the Indian president shall have the veto power). In such a way the states were reorganised.but this is also cones under judicial review. presently no parts or article or schedule or preamble are exempted from judicial review. that is all provisions are under judicial review……..
